Following the revelation that Elmbridge Borough Council has issues a number of invalid Penalty Charge Notices in council owned car parks since 2020, and the publication of a refund scheme for those affected, local MP Dr Ben Spencer has written to the Leader of the Council seeking further information on how the matter arose, the financial implications and the efforts to ensure all affected residents receive redress.
Ben Spencer MP said:
While I welcome the fact this error has been identified, and some actions taken to address this, there remain a number of issues and questions not currently addressed in the public notifications. It is important that these are addressed and those affected are offered redress.
Elmbridge Borough Council yesterday issued a statement highlighting that residents who received a Penalty Charge Notice at Council run car parks in Weybridge, Cobham, Walton, Hersham or Esher may be entitled to a refund.
The Council has opened the refund scheme for residents after admitting parking fines charged for the last 6 years may have been issued in error.
The affected PCNs are those issued between 8am and 9am, or between 6pm and 7pm, since 6 January 2020, at the following car parks:
- Baker Street, Weybridge
- Cedar Road, Cobham
- Churchfield Road, Weybridge
- Hollyhedge Road, Cobham
- Monument Hill, Weybridge
And those issues on any Sunday since 24 April 2022 at:
- Baker Street, Weybridge
- Cedar Road, Cobham
- Heath North, Weybridge
Heath South, Weybridge - Hollyhedge Road, Cobham
- Monument Hill, Weybridge
(a full list of car parks affected, including those outside the constituency, is available here).
Anyone who may be eligible for a refund is encouraged to contact the council, either by applying for a refund online (details in the comments below) or by calling the Council on 01372 474 474.
